Okay, since all of you here are mostly anime fans, then I don’t think I have to go through lengths just to explain what Hentai is. To those who don’t know, Hentai is basically sexually explicit cartoons or comics. It’s pornography but instead of real people, what you see are animated characters (3D or 2D). I’m pretty sure that not everyone has been following what bills are being passed in Philippine congress so let me give you guys a rather interesting tidbit on Philippine law and Hentai. If you sell, offer, advertise, or promote Hentai films that have child pornography (under 18 y/o), then you might get fined or go to jail. Note that those who download, purchase, reproduce, and spread Hentai materials can also be found criminally liable. More details on this after the break.
MANILA, Philippines – Hentai, a sexually explicit or pornographic form of comics or animation, may soon be outlawed in the Philippines once a bill in the House of Representatives is passed into law.
The bill, which generally bans child pornography including in cartoon form, has been approved at the level of the Joint House Committees on Justice and Welfare of Children chaired by Reps. Matias Defensor (Quezon City) and Monica Teodoro (Tarlac).
“It can be in forms of visual depiction, audio representation and written text or materials that advocate explicit sexual activity with a child,” Teodoro said in an article on the House of Representatives Web site.
Teodoro said the bill penalizes the offenders who sell, offer, advertise, and promote child pornography. It also covers those found to possess, download, purchase, reproduce, or make available child pornography materials with the intent of selling or distributing them.
She said child pornography material refers to the means and methods in which a child carries out pornography.
According to her, images of real and indistinguishable children in films, digital images or computer images, whether made or produced electronically or mechanically; drawings, cartoons, sculptures or paintings depicting children in an explicit sexual activity are just some of the visual depictions considered as child pornography materials.
Thus, she said there is a need for a legislative measure to address this disturbing social phenomena considering that the provisions of RA7160 or the Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act are mainly related to child prostitution and do not provide adequate protection to victims of other forms of sexual exploitation particularly child pornography.
Under the bill, child pornography refers to any representation of a child below 18 years of age, engaged in real or simulated explicit sexual activities or any representation of the sexual parts of a child primarily for sexual purposes.
The bill provides that the mere possession of drawings, cartoons, digital images, computer-generated images, even if it is indistinguishable from that of real children engaging in an explicit sexual activity, may be penalized with 6 to 12 years imprisonment and a fine of up to P500,000. – GMANews.TV

It will be very interesting to see how they will implement this law. The source of Hentai and most pornography these days is through the internet. Will they make provisions for internet police? Hopefully this isn’t just for PR and the authors of the bill really mean well.

WAAAAAAAAAAAAAAAAAAAAAAAAA !!! … T_T … Well, there’s nothing I can do about that !!! … Good thing that i’ve collected many Hentai CD’s before they passed that Bill … But for my personal comment … They CAN actually prevent it from selling, exporting and producing … But for downloading?! … I think no, cause there are so many even thousands of Websites were can download Hentai films, and it’s for free … I have a PC w/ Internet connection, and i find it very easy for me to get and download FULL hentai films … I kinda happy that they finally decided to create and passed the bill … But, it is very too late … /pif

No use din yung law,since may internet pa na pangunahing source ng hentai’s, and other pornographic elements. Unless kung makagawa ng law na enable to totally banned/block websites that issues pronography, sure wala na tayong mapaglilibangan. huhuhu

Hentai has always been illegal in the Philippines, not because of the material itself, but how it is distributed. Almost all hentai and even mainstream anime can only be obtained through illegal reproductions and illegal downloads, which is somewhat tolerated by our judicial system. Take Comic Alley for example, most of their anime for sale are illegal reproductions or taken straight from illegitimate sources online, and yet they are still considered a legitimate business. Go to any anime convention and you see the same thing, illegally reproduced DVDs sold over the counter, with no attempt to hide it. It’s blatant piracy but it’s so accepted that nobody even cares that it’s illegal.
This new Bill has a different focus. It doesn’t target Hentai directly. Its focus is on child protection and safety. The thing is they’re waiting for the bill to pass before they do any action but in reality they can actually perform the action before the bill is passed. It’ll be for a different reason but it’ll achieve the same result.
All talk and no action, especially close to election season, always stink of a PR stunt. I hope I’m wrong and they are genuinely concerned with the issue and not just digging up any controversy to get more TV air time.

This is a good small step against pornography in our country. In this way, it can preprevent distributing hentai sa children kasi wala na gumagawa. Pati narin dapat un mga nag didistribute huliin. Ang problema sa atin un system, un mga corrupt police na nag iimplement ng batas at ang internet.

I don’t care about hentai, but a law is as good as it can be enforced. In this case, I wonder, if the cartoon never says age, how would people define a “child” on it? Whenever a judge feels like?
People abuse the “think of the children!!” thing to make opposition look bad. Then a 14 yo girl posts her nude pictures on the internet and gets arrested as a sex offender, which makes things a bit weird.. in some ways, I think Brave New World’s society is more natural about this, sex being a social activity social rather than a means of reproduction and encouraged from early childhood.
what’s hentai anyway. it’s just a product. if we were to address the root cause of the problem, which is mainly why some people are compelled to buy/distribute/sell hentai, we’ll find better solutions than just prohibiting hentai.
yeah, sure hentai lets some lonely people get some few minutes of guilt-ridden pleasure. it doesnt matter whether its hentai or not, as long as people got imagination, they can draw their own hentai and use it. isn’t it better for people to release their sexual tension through artworks such as hentai rather than committing the act out right by violating a real person?
japan seems to have no problem with such phenomenon. as i recall, christianity fluorished because of roman oppression. prohibiting hentai is the wrong way to go about it, if you ask me. such an act will make people even more interested and curious to find out why the government really has to pass such an act. and when they do, they’ll use the internet. which complicates matter even more.

Well I guess some people just can’t separate drawings from real life. I guess if I drew some stick figures having sex that look small, it would fall on the category of child porn. Arrest me now, I say. hehe.. Either way I’m okay if does become a law, but it will hardly be enforced. I doubt that this law will make it through. Can’t even lessen piracy here. Election is just around the corner, look busy.
